The Provincial Government of Ilocos Norte (PGIN), through Governor Matthew Marcos Manotoc and the concurrence of the Sangguniang Panlalawigan, has officially designated Mrs. Leah Blas as the new head of the Provincial Budget Office (PBO) on May 8.

Under its mandate, PBO is responsible for reviewing supplemental and annual budgets of the municipalities and cities of Ilocos Norte, and identifying if these budget proposals comply to laws, rules, and regulations of accounting and auditing.

Mrs. Blas joined PGIN on June 18, 1984, and was hired as a budget aide at PBO.

After the untimely resignation of former budget officer, the late Mrs. Evangeline Tabulog, Gov. Marcos Manotoc appointed her as the Supervising Administrative Officer and Officer-in-charge of PBO on March 22, 2021.

Her hard work, perseverance, and commitment to serving the Ilokano community for 39 years led her to this designation.

She expressed her gratitude to the Governor, saying:

“Thank you, Governor, for the trust and the opportunity to be the Provincial Budget Officer of Ilocos Norte.”

“Promise ko po sainyo na pagbubutihin ko po ang aking trabaho at asahan niyo na susuportahan ko po ang mga programa, proyekto, at aktibidades na nais niyong ipatupad [para] sa ika-bubuti ng ating mga kababayan,” she added.

Mrs. Blas anticipates better coordination and cooperation with the budget officers of the different towns of Ilocos Norte to ensure a more excellent and quicker implementation of programs to provide the best service to the Ilokano community.
